I believe one can make it but it requires most importantly time and self discipline, perseverance and business relationships with experienced people.
You have to first set your goals and define your path, be patient and do all the necessary research about what you want to do.
Have projected sheets like income statements or sales, etc so that you can determine your progress. Then you wont be easily shaken by others.

To the penniless Ugandan who would like to start a business without a single coin from Uganda.
I was once in the same position although, I haven't started my business yet. I am on the right track now. First and foremost you have to be a dreamer and one who dreams big dreams.
Secondly, ask yourself are you in this for the money? If it is just for the money trust me when you start a business and you don't break even for the first year if, you have managed to to go that far you will sooner or later be demoralised and give up. You need something more than the financial aspect of starting your own business.
I recommend every budding entrepreneur in Africa to invest in a book called RICH DAD POOR DAD "What the rich teach their kids that the poor don't." This book opened my eyes to a point that right now, having read it a couple of months ago, I am actually in the midset of writing my business plan, researching my market and self teaching myself business management.
One thing is for sure. ANYONE CAN MAKE IT. regardless of qualifications, finance, ethnic/cultural background.
I myself am from that tiny part of the world,but in the near future, I am going to be among the best in my field though, I started without a dime.
I once read somewhere I don't remember who the author was but this is what it was. "A mind is a terrible thing to waste." I urge all African people to educate themselves anyway they can. It doesn't have to be a structural environment.
KNOWLEDGE IS EVERYWHERE and it is the key to success. Wish my fellow country man all the best. Starting point, educate yourself in whatever you want to do. There is a term for this and it is known as the "The Zulu concept."
